What happened to Winter?

I was just wondering today...What Happened to Winter?

It seem to me that we would have at least some snow every year, even in the south. While we've had some flurries this year, we haven't had any snow that has actually stayed on the ground. Not that I want lasting snow that closes down the schools and businesses, but my kids want snow, they need the snow. Watching kids play in the snow is just a lot of fun.

Here, in Rabun County, Georgia. We seem to have only three seasons. Spring, Summer and Fall. In Minnesota they have only two seasons. Winter and Road Construction.
